Section 5(a)(1) of the Occupational safety and Health Act of 1970: The employer did not furnish employment or a place of employment which was free from recognized hazards that were likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling from the metal plate connected wood roof trusses that were subject to potential unexpected movement due to the lack of proper temporary truss bracing. Employees were also exposed to the hazard of being struck by falling metal plate connected wood roof trusses that may experience unexpected movement, and/or collapse, due to the lack of proper temporary bracing. a) On 7/12/07 at the building construction site located at 1115 US #27 North, Sebring, Florida, employees were in the process of installing the Metal Plate Connected Wood Trusses on the structure. During the truss installation process the appropriate materials were not used for the Temporary Truss Bracing, and the industry recognized procedures for the proper installation of Temporary Bracing for Metal Plate Connected Wood Trusses were not followed. The individual temporary top chord and bottom chord lateral truss spacers were made of 1x4 lumber instead of the minimum 2x4 stress-grade lumber. The temporary top chord diagonal bracing that was being used was made of 1x4 lumber instead of the minimum 2x4 stress-grade lumber. Lateral temporary top chord bracing and/or diagonal temporary top cord bracing was not used properly, or in sufficient numbers, until all of the trusses were set. There was no temporary bottom chord diagonal bracing provided, and there was no temporary web member diagonal bracing provided. One feasible and acceptable abatement method to correct these hazards is to install the roof trusses in accordance with the "BCSI 1-03" Guide To Good Practices For Handling, Installing and Bracing of Metal Plate Connected Wood Trusses. This information is recognized and produced by the Wood Truss Council Of America and The Truss Plate Institute, and it is also referenced by The Truss Manufacturer. The Truss Manufacturer provides a copy of the "BCSI-B1 Summary Sheet" For The Installation and Bracing of Metal Plate Connected Wood Trusses when their Truss Design Criteria and other Truss Information is delivered to the job-site with the roof trusses. The "BCSI-B1" Summary Sheet was available at the job-site in the General Contractors site office.
