General-duty citation text
North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish each of his employees conditions of employment and a place of employment free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to electrical hazards while living in a temporary migrant labor camp: a) Three trailers comprising a temporary labor camp located at 4403 Allensville Road, Roxboro, NC-- Three trailers were being occupied by six migrant farm workers while the following electrical hazards were present: Light fixtures and electrical outlets not sufficiently secured to walls and/or ceilings, allowing for live wires to be exposed. Five electrical outlets, located less than six feet from water sources in the kitchens and bathrooms of the front and middle trailers, were not ground faulted. A 220 electrical outlet was missing the front cover, leaving the live wires of the recepticle exposed. A hot water heater, placed on the rear exterior of the front trailer, was exposed the elements, was leaking water and was not plugged in to a ground faulted electrical outlet. ABATEMENT NOTE: Among others, one feasible and acceptable means of abatement would be to ensure that all electrical wiring meets local building code, National Electrical Code standards and, in the case of the hot water heater, installed according to the manufacturer's specifications.
