Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that:  Crushing injuries
and/or death while working under load being suspended by a single column
automotive lift,
without a functioning safety locking device.  A failure in the hydraulic
system would cause the
lift to lower, causing a crushing injury or death to the exposed
employee(s).
(a)The employer did not ensure that the automotive lifts' automatic
mechanical
locking device were functioning properly.  This exposed employees to a
crushing
hazard.
Among other methods, feasible methods of abatement by which the hazard may
be
corrected are as follow:
1.Establish compliance with the ANSI/ALI ALIOM-1990 "American National
Standard for Automotive Lifts- Safety Requirements for the Construction,
Care,
and Use."
2.Daily inspection of lifts before each shift.
3.Ensure maintenance and repairs are implemented by qualified personnel.
4.Remove defective lifts from service.
5.Develop methods for conducting and documenting periodic inspections of
all lifts
at least annually or more often if required by the manufacturer.
Certification, and documentation/evidence of abatement is required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.ment
