General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of loads being dropped due to the use of an unapproved below-the- hook lifting device. (a)Assembly Area, 8 Bolt Cell 2 - On or about February 15, 2008 employees were using a shop-made below-the-hook lifting device (master link with a shanked hook) to lift and move assembled power-takeoff housed units. This device did not have a rated load displayed. Reference Section 20-1.2.1 of ANSI/ASME B30.20-1993 for Below-the-Hook Lifting Devices. Among other methods, one feasible and acceptable abatement method to correct this hazard is to either load test and tag the existing device, or purchase a compliant J-hook.
