Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to combustible dust hazards:
a)  Detail Shop:  On or about 8/27/08, and times prior thereto,
employees were exposed to fire and explosion hazards while
performing work operations in the detail shop.  Combustible dust
was not being cleaned up in a manner that did not allow deposits
to build on the workfloor and equipment in the work area.
b)  Detail Shop:  On or about 8/27/08, and times prior thereto,
employees were utilizing compressed air to blow out the filters of
the ventilation system in shop; exposing employees to the potential
of electrostatic discharge conditions igniting combustible dust
deposits in the work area.
c)  Detail Shop:  On or about 8/27/08, and times prior thereto,
employees were exposed to combustible dust hazards due to to not
having operation and maintenance procedures for work processes
involving exposure to combustible dusts.
d)  Detail Shop:  On or about 8/27/08, and times prior thereto,
employees were exposed to combustible dust hazards due to to not
training employees on the hazards of for work processes involving
exposure to combustible dusts.
Among other methods, one feasible means of abatement for this condition
would include
following the requirements for controlling and mitigating the hazards of
combustible particulates
included in National Fire Protection Association Standard 654: Standard
for the Prevention of
Fire and Dust Explosions from the Manufacturing, Processing, and Handling
of Combustible
Particulate Solids, 2006 Edition.
Abatement Certification and Documentation are required for this item.
