Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to potential fire and explosion
hazards:
Trimming and Repair Department:  Combustible particulate solids generated
during trimming and repair
operations were not collected into a adequately designed dust collection
system:
1.Trimming of plastic parts was done using a bandsaw and router that were
not provided with an
adequate dust collection system or hood.  Fugitive dust was allowed to
migrate into the work area and
settle on horizontal surfaces such as the floor, work bench and overhead
light fixtures. NFPA 654,
Section 8.1
2.Trimming and repairs of containment units and covers using a hand
dremmel tool inside a fabricated
trim booth was done without an adequate dust collect system or hood.
Fugitive dust was allowed to
migrate into the work area and settle on horizontal surfaces such as the
floor, overhead light fixtures
and the building support columns. NFPA 654, Section 8.1.
These combustible particulate solids were exposed to several potential
ignition sources including a LP
classified Nissan powered industrial truck (model MCPL02A25LV), exposed
wiring on overhead lighting in
the trim booth, standard wall outlets, electrical disconnect switches, a
spark producing drum wrench near the
band saw area, friction from the saw blade and dremmel tool when
processing material and the motors for the
band saw and router in saw area.
Among other abatement methods, one feasible and useful method to correct
the hazard is to:
1.Review National Fire Protection Association (NFPA) Standard 654 Standard
for the Prevention of Fire
and Dust Explosions from the Manufacturing, Processing, and Handling of
Combustible
Particulate
Solids regarding the proper design, installation of use and dust
collection systems for use with
operations that generate combustible dust.
2.Ensure that all dust generating operations are segregated and provided
with suitable dust collection
equipment.
