performing press brake operations, including tooling installation, set up adjustments, and loading, unloading of work piece components are properly trained in safe working procedures and are qualified to perform functions to which they are assigned in accordance with: a) ANSI B11.3-1982(R1994) for Machine Tools - Power Press Brakes - Safety Requirements for Construction, Care and Use, Section 6.1.2 Training Responsibility, and b) The manufacturer's Mechanical Press Brake Safety Manual and Cincinnati Installation and Adjustment Manual, page 14, states, "...when setting up dies... lock the clutch operating treadle or lock controls so ram cannot be cycled". 2) Ensure employees required to operate the mechanical press brake conduct a regular and periodic inspection of the equipment, in accordance with: a) The manufacturer's recommendations in the Cincinnati Mechanical Press Brake Safety Manual, page 4, which states "Before operating your Cincinnati Mechanical Press Brake, look to see if your machine is in the proper condition", and b) ANSI B11.3-1982(R1994) , Section 5.1.4 Inspection and Maintenance Records, which required the employer to establish and follow a program of periodic and regular inspections... to ensure the press brake is in safe operating condition and adjustment.
