Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were exposed to a potential release of anhydrous ammonia which could expose employees to toxic fumes and fire/explosion hazards: The employer needs to ensure that Recognized And Generally Accepted Good Engineering Practices such as IIAR 2: Equipment, Design, and Installation of Ammonia Mechanical Refrigerating Systems, are followed when designing, installing, maintaining, inspecting, starting up or shutting down an ammonia refrigeration system. In the following instances, the employer created the potential of an ammonia release: 1. The dead end of Pressure Relief Piping on Compressors 1,2, and 3 was not provided with drainage to release any build up condensation inside the pipes. 2. An employee drains oil from the Oil Accumulator connected to the 15 degree F Intercooler into 5 gallon containers with a cracked hose outside the Engine Room. Specific Abatement Certification Is Requiredation
