Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to the hazard of potential fire and explosion because methods and practices were not utilized to protect air/material separators (dust collectors) from explosion and prevent propagation of fire/explosion from air/material separators (dust collectors) into areas occupied by employees, including severe burns, to employees in that employees were exposed to dust explosion, deflagration, or other fire hazards from dust collectors being located inside a building: a) Shop Area - The enclosureless dust collector used to remove combustible dust particles from woodworking equipment was used to provide dust collection ventilation for the Casolin ETA-1 Surface Sander and the SAC Planer, thereby exposing the employees to a fire and/or explosion hazard. This condition was noted on or about July 24, 2009. AMONG OTHER METHODS, one feasible and acceptable abatement method to correct this hazard is to comply with National Fire Protection Association (NFPA) 664, "Standard for the Prevention of Fires and Explosions in Wood Processing and Woodworking Facilities" 2007 Edition as it applies to your operation and equipment, including, but not limited to, the following: 1 - Remove the planer and sander from the dust collection system as recommended by NFPA 664. 2 - Install an abort gate and backblast damper between the fan and the process. ABATEMENT CERTIFICATION REQUIRED
