Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were potentially exposed to fire and explosion hazards from the ignition of natural gas leaks because the three natural gas lines were not protected from accidental damaged: a) 401 Old State Rd., Odessa, DE - The general contractor permitted 3, 1 1/4 inch diameter rubber hoses to be installed to supply natural gas for portable heaters. The hoses were connected at the main gas manifold with a manual shut-off valve. They were then installed along the building at the base of the exterior wall. These gas supply hoses then crossed an entrance way which had adequate protection against foot traffic. The hoses were then directed at the base of the loading/unloading area for the outdoor performance stage, this is where the hoses were exposed to accidental damaged. The hoses meet the D.O.T. specification, testing and has a 1750 PSI minimum burst rating, however no additional means of protecting the hoses was utilized. This exposed the employees working at the site to possible gas leaks resulting in a fire and/or explosion. The violation was observed on or about March 26, 2012. Among other methods, feasible and acceptable abatement to correct this hazard. One is to provide physical protection of the hoses by installing the hoses inside of PVC pipes to prevent accidental damaged. Another means is to display safety signs in and around the area to alert employees of natural gas lines being used.
