Hazardous substances M102

Labor and Employment Article, Section 5-104(a): The employer did not
furnish employment and
a place of employment which were free from recognized hazards that were
causing or likely to
cause death or serious physical harm to employees:
(a)Date of Violation:06/23/08
Location:Shop Area
Condition:A dust-collection system with a flow rate of 7400 cubic feet per
minute,
that was used to collect explosive wood dust from a woodworking shop
was not designed by and installed under the supervision of qualified
engineers knowledgeable of these systems and their associated hazards.
Employees were exposed to potential dust explosions, deflagration, and
other fire hazards from ungrounded duct work and from the recycling of
dust collection system exhaust air back into the building.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to have a qualified engineer inspect the dust collector to ensure that it
is designed and installed
in accordance with National Fire Protection Association (NFPA) 664,
Standard for the
Prevention of Fires and Explosions in Wood Processing and Woodworking
Facilities. Abatement
measures may include equipping the exhaust air dust conveying the recycled
air back into the
building with a high speed abort gate that is activated by a spark
detection system and sprinkler
system that are in compliance with NFPA 664.
Abatement documentation (photographs, receipts, copies of programs,
training
certification, etc.) is required for this item.

causing or likely to
cause death or serious physical harm to employees:
(a)Date of Violation:06/23/08
Location:Shop Area
Condition:Employees were exposed to fire and deflagration hazards from a 2-
horsepower enclosureless duct collector with a flow rate of 1200 cubic
feet per minute that was connected to a Bridgewood Sander (BWS 15)
having a mechanical material feed and was located less than 20 feet from
an area that was routinely occupied by personnel.
Facilities. Abatement
measures may include changing the sander from a mechanically fed sander to
a manually fed
sander and moving the location of the collector so that it is at least 20
feet from an area
routinely occupied by personel or from any means of egress.
Abatement documentation (photographs, receipts, copies of programs,
training
certification, etc.) is required for this item.
