Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to below the hook lifting devices (e.g., load bars) that were
not identified,
marked, labeled,  properly rated, and/or equipped with proper warnings:
a) Building 10 Station 2 - On or about July 15, 2009, four (4) special
load bars were not
marked with a rated load capacity, identification, and safety labels. The
load bars were
utilized in conjunction with 200-ton Euclid crane to lift a #2 End Main
cab on a
Kazakhstan locomotive. The condition potentially exposed employees to
struck-by/caught-
between hazards and related crush injuries from lifting device failures
and falling loads.

Abatement Note:
Among other Methods, Feasible and Acceptable means to correct the
conditions noted
above include utilizing a durable substance or device to mark the load
bars with the
following information: (1.) Rated load capacity (2) Identification (3)
Safety Labels noted
in ASME B30.20 Below the Hook Lifting Devices, Marking 20-1.2.
