Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to dust collectors located inside buildings:
a) P S Furniture, plywood building, near CNC router and saws - On or about
1/20/10, the wood
dust collectors located inside the building contained explosive dust.  The
building and the
employees were exposed to a potential explosion hazard from wood dust in
the dust collector.
1.) One - 4 bag enclosureless dust collector (Dustek 15 horse motor unit)
servicing the
CNC router.
2.) Two - 2 bag enclosureless dust collectors (1-2 bag Dustek 10 horse
motor unit; and
1-2 bag Grizzly 10 horse power unit) servicing the powermatic saws.
Abatement Note:
Among other methods, one feasible and acceptable abatement method to
correct the hazard is
to:
(1) Relocate the dust collection system to the exterior of the building.
OR
(2) Another feasible and acceptable abatement method to correct this
hazard would be to ensure
that enclosureless dust collectors which are used indoors are installed in
a manner that minimizes
fire and explosion hazards to employees at nearby work stations and other
nearby enclosureless
dust collectors. In Accordance with the National Fire Prevention
Association (NFPA) 664-2007
Standard for the Prevention of Fires and Explosions in Wood Processing and
Woodworking
facilities.  The criteria that need to be met in order to allow a dust
collector indoors are
(**NOTE** all the criteria must be met):
1) The collector is used only for dust pickup from wood processing
machinery;
2) The collector is not used on sanders or abrasive planners having
mechanical material
feeds;
3) The fan motor is totally enclosed, fan-cooled design;
4) The collected dust is removed daily or more frequently if necessary to
ensure efficient
operation;
5) The collector is located at least 20 ft. from any means of egress or
area routinely
occupied by personnel {Note Per NFPA 101 Life Safety Code -- The means of
egress
consists of exit routes, the exit door, and the public way (i.e. safe zone
outside the
building}
6) Multiple collectors in the same room are separated from each other by
at least 20 ft.
7) Collector can not exceed a maximum air handling capacity of 5,000 CFM.
(Note:
Manufactures literature indicates that the 4-bag unit can exceed 5,000
CFM).
