Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to compressed gas cylinders that were not secured to prevent
them from being
tipped, knocked, and/or falling over:
a.) Manufacturing --- 1111 Bacon Street, Erie, PA / compressed gas cylinder
storage: On or about January 11, 2011 the outside cylinder storage area on
the
East side of the building contained compressed gas cylinders that were not
secured inside the cage.  These cylinders were free standing and included
but
were not limited to helium, argon, and nitrogen.
Abatement Note: Among other methods, a feasible and acceptable method to
correct this
hazard would be, but not limited to: Securing the cylinders against a
sturdy surface with
chains to prevent tipping or falling. Complying with the applicable
requirements
noted
in the Compressed Gas Association Pamphlet P-1-2000 paragraph 3.7.4
Abatement certification and documentation required within 10 days after
abatement date.
The certification shall include a statement that abatement is complete,
the date and
method of abatement, and state that employees and their representatives
were informed
of this abatement.  Abatement documentation shall include documents
demonstrating that
abatement is complete, such as evidence of the purchase or repair of
equipment,
photographic or video evidence of abatement or other written records.
