Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to unprotected natural gas lines:
a)  Continental Building Systems, Edinboro University, northeast corner of
Highland dorm #6 -
On or about 4/8/11, employees were exposed to potential fire and/or
explosion hazards due to
an unguarded/unprotected natural gas line in an area where heavy equipment
was being operated.
A sub-contractor moving a mini-excavator came into contact with the line,
puncturing it and
causing a gas release at the site.
ABATEMENT NOTE:
Among other methods, feasible and acceptable means of abatement include
guard sufficient to
stop the heavy equipment from interception with the gas line.
