Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish to each of his employees employment and a place of employment
which were free
from recognized hazards that were causing or likely to cause death or
serious physical harm
to employees in that employees were exposed to the hazard of being struck
by vehicular
traffic while performing work functions such as but not limited to
obtaining "GPS" data:
(a)URS Corporation, Federal Blvd & 64th Avenue, Westminster, CO 80221:
On July 24, 2008 the employer did not did not implement a Traffic Control
Plan to protect employees from struck by hazards while working-in/crossing
active lanes of traffic.  Surveyors were entering into a six lane
intersection to
obtain "GPS" readings without controlling the traffic, exposing them to
struck-
by hazards.
(b)URS Corporation, Federal Blvd & 64th Avenue, Westminster, CO 80221:
On July 24, 2008 the employer did not comply with Section 6D.02 of the
Manual on Uniform Traffic Control Devices (MUTCD) for Streets and
Highways, in that the traffic control supervisor (TCS) did not take into
consideration employee safety when employees worked-in/crossed active lanes
of traffic. The employer did not use temporary traffic barriers and or
speed
reduction to eliminate employee's exposure to struck-by hazards posed by
vehicular traffic.
Abatement Note:  One feasible means of abatement would be to follow
Section 6D.02 of the
MUTCD that  provides the various temporary traffic control provisions for
pedestrian and
worker safety.
Abatement Note:  Abatement certification and documentation are  required
for this item (see
enclosed "Sample Abatement-Certification Letter").
