Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm
including severe burns, to
employees in that employees were exposed to dust explosion, deflagration,
or other fire
hazards from electrical hazards.
a)Feed Mill:  Employee were exposed to accumulated grain dust of 5/8th of
an
inch, explosion severity of 0.97, and open electrical wiring in a conduit
on the
fuel switch box (110v) where agricultural products are ground including,
but
not limited to, corn and molasses.
Among other methods, a feasible abatement method to correct this hazard,
such as, but not limited to:
The National Fire Protection Association  (NFPA) standard - Number 69 -
Paragraph 4623 - Electrical, Prevention of Fires and Dust Explosions in
Agricultural and Food Processing Facilities states "All conduit shall be
sealed
to prevent moisture from accumulating in the equipment."
The NFPA standard - Number 69 - Chapter 4 - Paragraph 4420 - Explosion
Suppression Systems states "Since the design of a suppression system is
based
upon the (a) rate of pressure rise, (b) rate of burning, etc., of a
deflagration
during its incipient stages, such information is necessary for proper
design.
Extensive testing has been accomplished on a wide range of materials, but
as
new materials and processes are developed, tests shall be performed on
them."
The NFPA standard - Number 69 - Chapter 4 - Paragraph 4512 - Explosion
Suppression Systems states "Static pressure detectors are used where a
constant
pressure level is normal.  A fast response is essential for rapid
detection along
with maximum overpressure sensitivity."
