Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to:
a) On or about 7/8/08, an employee was injured when he cut open a
compressed gas oxygen cylinder with a
chop saw without first emptying the contents and purging the cylinder.
Among other methods, one feasible and acceptable method to correct this
hazard is to follow Section 7.5.4 of
CGA P-22-2007 (publication 22 of the Compressed Gas Association, Inc.), a
consensus standard which states
that the cylinder contents must be removed and the cylinder purged with an
inert gas prior to cutting.
