Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees a place of employment which was free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of being struck by hooks, swaged wire
rope sockets and
thimbles attached to mooring lines at Dock #1.
Dock #1; a mooring line constructed of wire rope utilized to moor MV Sea
Trout was
not inspected by a competent person capable of recognizing obvious and
existing rust
corrosion.  This condition exposed employees to a struck-by hazard.
Among other methods, feasible and acceptable abatement to correct this
hazard is to train
wire rope inspectors in the recognition of wire rope damage such as but
not limited to
corrosion, kinks, heat damage and peening.  Implement electromagnetic
non-destructive
testing of wire rope, perform field lubrication and remove damaged wire
rope from
service or replace it accordingly.  To retard corrosive deterioration, the
wire rope should
be kept well lubricated and in situations where extreme corrosive action
can occur, it
may be necessary to use galvanized wire rope.
