Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer
did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a fall hazard from an unguarded work platform:
a)Sisco 1, roof of engine room - Employees exposed to a fall hazard up to
approximately 30 feet due to missing standard railing on both side of the
fixed
ladder, which provides access to the main boom.
Among other methods, one feasible and acceptable abatement method to
correct this
hazard is to comply with American National Standards Institute (ANSI)
A12.1-1967
Paragraph 3.2 by installing standard guardrails with toeboards on the
platform openings.
