Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees working on or around portable diesel generators which were not grounded, exposing them to possible electric shock hazard: a) Severcool 2HNW/Rig #19/Dimock, PA: Caterpillar, 208 volt diesel generator (ERGF0401-XQ100), was not grounded, exposing employees to possible electric shock hazards as they fueled this generator during each work shift, on or about 08/05/09. b) Severcool 2HNW/Rig #19/Dimock, PA: Caterpillar, 480 volt diesel generator (X3R00608) was not grounded, exposing employees to possible electric shock as they fueled this generator during each work shift, on or about 08/05/09. c) Severcool 2HNW/Rig #19/Dimock, PA: Caterpillar, 480 volt diesel generator (XQ230) was not grounded, exposing employees to possible electric shock hazards as they fueled this generator during each work shift, on or about 08/05/09. Among others, one feasible and acceptable method to abate this hazard is to follow American Petroleum Institute (API) Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations #54, Third Edition, August 1999, Page #17, Section #9 Drilling and Well Servicing Rig Equipment, 9.14.11 which states: "Electric motors, generators, and control panels shall be grounded." ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED
