Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard from an elevated scaffold platform during block laying at the Carbon Career Technical Institute, in Jim Thorpe, PA: a) On or about October 1, 2009, an employee climbed between the mid and top rail of the guardrail system on the welded frame scaffold at the north end of the new building. The employee was exposed to a fall hazard of more than 15 feet. ONE FEASIBLE AND REASONABLE METHOD OF ABATEMENT IS TO INSTALL A SET OF STAIRS MADE TO FIT THE SCAFFOLD. ABATEMENT CERTIFICATION REQUIRED
