General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm: Drilling floor and ground pipe racks; on or about July 17, 2009, employees operating an oil/gas drilling rig during the drilling of an oil/gas well utilized wire rope during various rig activities; the wire rope for the laydown and breakout tong pullback lines was severely damaged. The damaged included rope distortion and broken wires. This exposed the employees to being struck by falling loads or swinging tongs upon failure of the wire rope. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to conduct wire rope inspections and when damage was noted use the removal criteria as recommended by the American Petroleum Institute (API) Recommended Practice (RP) 54, Section 9.6.ion
