General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a)Administration Building Morongo- Caterpillar 320C REGA E3 Excavator. The
coupler
assembly pins to the compaction wheel did not meet the original
manufactures
specifications. The pins were replaced with 14.5 inch long bolts with
double nuts on each
end.
AMOUNT OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO
CORRECT THE HAZARD:
1.To follow the American Equipment Manufacturers (AEM) "Safety Manual for
Operating and Maintenance Personnel" which requires that damaged and
missing
parts are replaced and,
2.To follow the Manufacturer's Operator Manual by using the only service
parts
meeting manufacturer specifications, and
3.To train operators and maintenance personnel to inspect equipment for
defects and
to complete service and repairs before equipment is placed back in service.
