Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment which
were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that employees were exposed to the hazard of being struck by
lightning.
a)Site - Taylor Ranch - 1980 S.E. Rice Rd. Arcadia, Fl. 34266  Employees
were exposed
to the hazard of being struck by lightning while working in an open field,
on or about,
06/23/08.
Among other methods, one feasible and acceptable abatement method would be
to
develop and implement a formal lightning protection program when working
in areas
exposed to the hazard. Such a program would consist of elements such as,
but not limited
to the following;
1. Utilize lightning detection methods such as; purchasing and providing
personal
lightning detectors, which emit a loud audible warning sound before and
while lightning
is within striking distance. Follow the "flash to bang method", as a form
of detection for
fast approaching storms.
2. Utilize and monitor weather band radio reports that give immediate
emergency
warnings of fast approaching thunderstorms.
3. Remove employees from the site and direct them to a safe location in a
timely manner
upon detection of fast incoming thunderstorm activity.
4. Train employees on the best means of protecting themselves should they
be caught in
an unprotected area. This includes training employees to stay away from
tall conductive
objects, including trees.
5. Ensure that all employees are accounted for and that they have reached
the safe
location.
6. Implement an effective enforcement procedure.
