North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North Carolina:
The employer did not furnish each of his employees conditions of
employment and a place of employment free
from recognized hazards that were causing or likely to cause death or
serious physical harm  to employees, in
that employees were exposed to steam hazards that could result in thermal
burns.
a)NC State University, facilities department - where employees were
exposed to ruptures in the
steam pipe system when required to work with steam lines. The steam lines
have an internal
pressure of 150 PSIG and a temperature of approximately 365 degrees
Fahrenheit.
Abatement Note:
One feasible and acceptable abatement method is to develop written
operation and maintenance
procedures for piping systems deemed necessary to ensure safe facility
operations.

29 CFR 1910.252(a)(1)(i):  When the object to be welded or cut could not
be readily moved, all movable
fire hazards in the vicinity were not taken to a safe place:
a)maintenance shed - where employees do stick and mig welding on steel
pipes, valves,
etc. was within 7 feet of where, moveable fire hazards such as
approximately 5 gas-
powered trash pumps, were being stored.
Abatement Note:
One feasible and acceptable abatement method is to relocate the gasoline
powered trash pumps or the
welding operations.
