General-duty citation text
40.1-51.1(a) of the Code of Virginia: The employer, City of Harrisonburg (Central Garage), did not furnish a place of employment which was free from recognized hazards that were likely to cause death or serious physical harm to employees. At the automotive and transit shop, employees operate a three ton CM Lodesar electric hoist to lift 55 gallon drums of oil. The load hook was not equipped with a safety latch which could allow the load to drop and expose the employees to contusions and/or fractures. One feasible and acceptable method of abatement to correct this hazard is to install a latch type hook such as called for by ANSI B30.16-1987, American National Standard Safety Code for Hoists.
