maintained in a sanitary
and reliable condition when necessary whenever hazards capable of causing
injury and
impairment were encountered:
a) Sunoco (Marcus Hook), RW7 Pipeline -Two employees were exposed to a
drowning
hazard while dismantling a scaffold that was located directly above the
Delaware River.
These employees were standing atop the cylindrical pipe and not utilizing
either adequate
fall protection or personal flotation devices.  Observed 3/11/09 &
3/12/09.
