Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fall hazards, while operating a scissors lift at a
construction site.
On or about 09/05/08 at Robins Air Force Base, GA: An employee was exposed
to fall hazards,
while operating a scissors lift at a construction site.  The employer
failed to ensure that a
scissors lift was operated on an adequate surface.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THIS HAZARD IS:
The employer should ensure that scissors lifts are placed on adequate
surfaces required to
support and withstand the load forces imposed during all operating
conditions.  The correct type
of scissors lift should be selected based on the job tasks and conditions.
A
rough terrain type
scissors lift should be used for construction work, which is performed on
surfaces found on the
exterior of a buildings at construction sites. Employees should be trained
on the operation of the
scissors lift in accordance with ANSI Standard A92.6-1990 and the
manufacturer's operators
manual.
In accordance with 29 CFR 1903.19(c), abatement certification is required
for this violation
(using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
