by the improper design of the dust collection system.
a.The dust collector located outside the building did not have
deflagration venting.
b.The dust collector located inside the building did not have deflagration
venting or a fire
suppression system.
c.None of the ducts were grounded.
d.The ducts did not have explosion-isolation devices.
Among other methods, feasible and acceptable abatement method to correct
these
hazards
include the following:
*Have a qualified engineer inspect the dust collection system to ensure
that it is designed
and installed in accordance with National Fire Protection Association
(NFPA) 654-2006,
Standard for Prevention of Fire and Dust Explosions from the
Manufacturing,Processing
and Handling of Combustible Particulate Solids.
*Retrofit the dust collector located outside with deflagration venting, or
a fire suppression
system.
*Move the dust collector located inside the building to the outside of the
building, and
provide deflagration venting, or a fire suppression system.
*Bond and ground the dust collection system according to the NFPA Code.
*Design, construct, and install ducts with metal sufficient to withstand
the maximum
unvented deflagration pressure, an explosion suppression system, or
deflagration relief
venting.  Provide explosion-isolation devices on areas where ducts are
connected to
equipment.
