Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a fall hazard when working from a bulk feed trailer
catwalk:
a. When employees (drivers) were required to perform work such as open
bulk feed
trailer compartments doors at the top of the trailers and sweep out feed
from the
compartments, while standing on the catwalk attached to the trailers,
which were
approximately 11 to 12 ft from catwalk to the ground, during conditions of
rain, snow,
and wind while the trailers were parked in the open air, no fall
protection was provided.
Feasible and acceptable methods to correct this hazard are, but not
limited to:
1. Installation of pop-up guard rail,
2. Installation of horizontal life line, and use of personal fall arrest
equipment.
Abatement certification and abatement documentation is required for this
violation.  The
documentation should include written verification of abatement, applicable
measurements
or monitoring results, and photographs or videos which you believe will be
helpful.  The
abatement certification sheet is enclosed with the citaion(s).
