regulation and other occupational safety and health rules and regulations promulgated under Chapter 15 of Title 41, Code of Laws, State of South Carolina, 1976, as amended, as follows: A. Employer knew or should have known that one piece of unguarded ground rod protruding in excess of 24 inches from the earth exposed employees to an impalement hazard at the High Pointe Phase II student housing job site. A feasible and useful method, among others, to correct this hazard is to ensure ground rods are guarded.
