Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hzards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
attempting to remove a flapper on a natural gas gathering line.  To access
the flapper, the
employees were required to remove the top cap of the bonnet.  As the
employees removed the
top cap, natural gas or vapors (or both) escaped creating a combustible
atmosphere.  This
atmosphere was ignited by hot work being performed nerby exposing the
employees to a struck
by hazard from exposion and or fire.
