Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious
physical harm to employees in that:
WORKSITE: The following deficiencies were found with dust collection
systems.
1. The employer did not inspect on a routine basis the dust collection
system and it was not
maintained in a safe working condition.
2. The ductwork was not grounded and bonded to the dust collector or the
production
equipment.
3. The seal on the blower housing was leaking causing fine wood dust to
become suspended in
the air.
4. There was no deflagration venting on the dust collection room.
5. Flexible ducting was used in lengths that routinely exceeded the
minimum required for
machine operations.
6. The dust collection units were not equipped with an isolation device
that would separate the
unit from the work area.
7. The collection manifold was made of combustible material.
Abatement note:
Among other methods one feasible and acceptable method to correct these
hazards is to comply
with the National Fire Protection Agency (NFPA) 664 Preventing of Fires
and Explosion in
Wood Processing and Woodworking Facilities (2007) including but not
limited to:
1. Develop and inspection program to ensure the system is functioning
properly and is not
leaking.
2. Make sure the ductwork is grounded and bonded to the dust collectors
and to the equipment.
3. Repair the seals on the blower, so it does not blow dust particles out
of the system.
4. Install deflagration venting in the dust collection room.
5. Shorten the flexible ducting and balance the system.
6. Install a spark detection device or deflagration isolation device
7. Install a manifold that is made from non-combustible materials.
