Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to flying plastic projectiles hazards due to possible
mechanical failure of plastic
polyvinyl chloride (PVC) piping.
In the weld shop building, the employer used a Schedule 40 PVC air system
to transport
compressed air throughout the building at an operating pressure of 130
pounds per inch (psi)
from a Black Max air compressor.  Employees were exposed to flying plastic
projectiles hazards
due to possible mechanical failure of the facility air supply system
operating at a pressure in
excess of 100 psi.
Among other methods, the following are feasible and acceptable methods to
correct this hazard.
1.Replace the current PVC compressed air piping system with materials
suitable for
the maximum air pressure as recommended by the Plastic Pipe Institute.
2.Follow the American National Standard Institute/American Society of
Mechanical
Engineers (ANSI/ASME) B31.1-2007 Power Piping as applicable.
Abatement certification is required for this item in accordance with the
requirements of 29 CFR
1903.19(c).s
