Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
Employees were exposed to the hazards of flying shrapnel from an exploding
plastic PVC
pipe, 1.5 inch Genova 1120 Schedule 40 PVC pipe to transport compressed
throughout
the shop area, from the south wall to all sections of the shop.  The
piping ran from the
air compressor up to the ceiling and then to the east and west walls.  The
compressed
air was at an operating pressure of 115 pounds per square inch (PSI).
Among other methods, the following are feasible and acceptable methods to
correction.
1. Replace the current PVC compressed air piping system with materials
suitable
for the
maximum air pressure as recommended by the Plastic Pipe Institute, such as
ABS or
metal.
2. Follow the American National Standards Institute/American Society of
Mechanical
Engineers (ANSI/ASME) B31.1-2007, Power Piping, as applicable.
Abatement certification is required for this item in accordance with the
requirement of 29 CFR
1903.19(c).
