Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
laborers were exposed to struck by hazards while working under a piece of
structural steel
being hoisted by a JLG Rough Terrain Forklift..
Employees were using a JLG/Skytrak Rough Terrain Forklift, Model Number
10054, to hoist
up structural steel by using a single synthetic web sling which was lifted
by one of the forks
of the machine.  This exposed the employees to hazards of being struck by
loads; and the use
of the machine to lift material by the forks was against manufacturers'
recommendations
(p.1-7 - "Never suspend load from forks or other parts of carriage").
Among other methods, one feasible and acceptable method to abate this
hazard is for the
employer to use a crane to lift the structural steel into place.
ABATEMENT DOCUMENTATION IS REQUIRED FOR THIS ITEM IN ACCORDANCE
WITH THE REQUIREMENTS OF 29 CFR 1903.19(d).S
