An employee was standing on a single 12" wide x 20' long painter's plank
that was placed
on top of the exterior awning's concrete floor secured on both ends.  This
employee was
observed painting the exterior building's ceiling with a paint brush while
his lanyard's safety
hook was connected to a 1/2" diameter horizontal lifeline.  This lifeline
was placed around
an aluminum type of jalousie window frame's opening and an aluminum frame
sliding patio
doorway's opening and then tied into several knots on the six floor living
unit.
29 CFR 1926.502(d)(6) [Refer to chapter 12- 121.2, HAR] states "Unless the
snaphook is a
locking type and designed for the following connections, snaphooks shall
not be engaged: (iv)
to a horizontal lifeline."
