within the bunker. Feasible means of abatement include obtaining a material saf
ety data sheet (MSDS)for each shipment of pyrotechnic material or conducting lab
oratory testing for sensitivity information. [Knowledge is their Written Standar
d Operating Procedures D-02 Rev 2 & EM 385-1-1, US Army Corps of Engineers "Safe
ty and Health Requirement Manual"] 12-60-2(a)(3) states "Every employer shall pr
ovide safe work places and practices by elimination or reduction of existing or
potential hazards. Elimination of existing or potential
hazards by design, process substitution, or other appropriate methods is preferr
ed because it eliminates the need for further employee protection. When eliminat
ion is not feasible, reduction of existing or potential hazards to acceptable le
vels, using methods such as engineering or administrative controls, isolation, o
r guarding, shall be promptly used. When these methods are inadequate to reach a
cceptable levels, personal protective equipment shall be provided and used." Loc
