Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were likely to cause death or serious physical harm to the employees in that employees were exposed to fire, and/or explosion from the buildup and ignition of flammable gas: (a)High Sulfur Tunnel, HRC1: Employees entered the reclaim tunnel on a regular basis to perform maintenance such as check hoppers, grease rollers, and to wash down coal dust accumulations. The methane detectors in the reclaim tunnel were not installed in close proximity to the ceiling for the detection of gases lighter then air exposing employees to fire and explosion of a flammable gas, as determined on 02/26/2010. NOTE: Among other methods, one or more feasible and acceptable abatement method to prevent this hazard is to; 1) Install sensors to within one foot of the ceiling in the feeder bays, 2) Install sensor to within one foot of the ceiling in the transfer station/sump area ceiling, 3) Provide additional ventilation in the feeder bays and transfer station/sump areas, and 4) Install methane detectors in the ventilation duct. ABATEMENT CERTIFICATION REQUIRED FOR THIS ITEM
