Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that an employee
was exposed to fall hazards while climbing on the guardrails of a scissor
lift:
a)On November 10, 2009 at the facility located at One Action Road in
Odessa,
MO, an employee was observed climbing onto the guardrails of an elevated
scissor lift to gain access to a roof structure on which the employee had
to
perform maintenance to a light.  The employee was exposed to fall heights
of
approximately 21'.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO
CORRECT THIS HAZARD IS:
Comply with ANSI/SIA A92.6-1999, Self-Propelled Elevating Work Platforms
which
states in Chapter 7.10(9) that "personnel shall maintain a firm footing on
the platform
floor while working thereon.  Climbing by occupants on the midrail or
toprail of the
aerial platform is prohibited."

CORRECTIVE
ACTION WORKSHEET for this purpose.T
