Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause serious physical harm to employees in
that employees
were exposed to the hazard of exploding plastic compressed air lines:
(a)Osburn Cabinets & Design at 682 W Gunnison Ave in Grand Junction,
CO 81501:  On and before September 9, 2009, employees used fabricated,
hand held PVC pipes as tools to blow off wood dust throughout the facility
during cleaning operations. The hand held PVC tools measured approximately
10 feet in length in which 90 to 100 psi of compressed air was transported
through schedule 40, 1120 polyvinyl chloride (PVC) pipes. This condition
exposed employees using the hand held tools to the hazard of being struck
by
plastic shrapnel if the pipe explodes.
Among other methods, two feasible and acceptable abatement methods to
correct this hazard
are to:
(1)Follow American Society for Testing and Materials (ASTM) Standard D1785-
86, which states polyvinyl chloride (PVC), pipe can be used for
transportation
of compressed air and gases only if the PVC pipe is made of shatter
resistant
material or are encased in a shatter resistant material.
(2)Replace all existing PVC pipes with a cast iron or other type of metal
type
piping rated to transport compressed air safety above ground.
