crane.

Northbound  Bay Terrace, NY 11360
An employee was using the control station (one of two) that was closest to
the load while
operating a Palfinger knuckle boom truck crane.
AMONG OTHER METHODS, A FEASIBLE ABATEMENT METHOD TO CORRECT
THIS HAZARD IS TO FOLLOW:
1) Train employees to follow the Operations and Service Instructions for
Palfinger knuckle
boom crane PK9501, serial# 100054398 that states:
a) In Section Safety Summary pages SS-9 crane tag No. 11 "DANGER, AN
UNTRAINED
OPERATOR SUBJECTS HIMSELF AND OTHERS TO DEATH OR  SERIOUS INJURY:
YOU MUST NOT OPERATE THIS CRANE UNLESS; You have been trained in the safe
operation of this crane; You have read,understand and follow the safety
and operating
recommendations contained in the crane manufactures manuals, your
employer's work rules,
applicable government regulations, and industrial standards.; You read
understand and follow
all safety signs and are sure that all guards, safety signs and other
safety features are in place
and in proper condition."
b) In Section 1-Introduction and General Information on pages 1-21 figure
1-26 "DANGER
Do Not Operate While Standing Under Boom Use Alternate Control
Station".
c) In Section  3-page 3-3, #5 "Use the Proper Control Station. Always use
controls
that are away from the load. Following this procedure will ensure the
operator
will not be
injured during this procedure. See Figure 3-2".
d) In Section 4-page 4-5 "Do Not Operate Crane While Under Boom. Retract
crane with a
Floor Control Stand from the A side (Main Control Stand). Otherwise there
is danger of
injury from the descending crane arm".
WRITTEN ABATEMENT DOCUMENTATION IS REQUIRED PURSUANT TO CFR
1903.19.
