employment and a place
of employment which was free from recognized hazards that were causing or
were likely to
cause death or serious physical harm to his employees:
The employer did not ensure that employees were protected as follows:
a.At Terminal 3, southwest side, two employees were working inside of a JLG
aerial work platform m/n 860SJ approximately 30 feet from the ground. The
employees were tied off to the top rail of the guardrail system and not to
the
anchor point that was designated by the manufacturer.

Precautions, Trip and Fall Hazards:  During operation, occupants in the
platform must wear a full body harness with a lanyard attached to an
authorized lanyard anchorage point.
A feasible abatement would be to follow the manufacturer's guidelines and
instructions
that is contained in the Operators & Safety Manual.
