Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to wood dust explosion, deflagration or other fire hazards:
(a)The Torit/Donaldson model 276 RFW 10 dust collector, used to collect
combustible wood dust, did not have a means to prevent a fire in the dust
collector from traveling upstream or downstream (via air recirculation)
into the
plant.
Feasible abatement methods include complying with Chapter 8 of NFPA 664
Standard for the
Prevention of Fires and Explosions in Wood Processing and Woodworking
Facilities, such as
but not limited to:  (1) installing spark detection equipment and abort
gates in conformance with
NFPA 72 National Fire Alarm Code in order to divert any burning material
to atmosphere
before it can enter the plant; and (2) install isolation devices to
prevent
propagation of fire and
deflagration both upstream and downstream into the plant from the dust
collector.  Commonly
used isolation devices include abort gates, slide gates, back blast
dampers, and flame front
extinguishers.
Certification, with date and method of abatement required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.ment
