Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to metal dust explosion, deflagration or other fire hazards:
(a)In building 5, the cyclone and dust collector at the pipe cut off
station, which
collects combustible steel dust, could explode and was located inside the
building
near employees.
Feasible abatement methods include complying with NFPA 484 Standard for
Combustible
Metals, such as but not limited to:  (1) moving the cyclone and dust
collector to a safe outdoor
location; (2) installing deflagration vents on the dust collector; and (3)
installing deflagration
isolation systems such as abort gates on ductwork.
Certification, with date and method of abatement required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.ment
