Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees working in the roadway were exposed to fractures and internal injuries from vehicular traffic: Center Street - Traffic signs were not posted at the eastbound and westbound edges of the roadway and/or work zone approaches during tree removal activities. Among other methods, one feasible and acceptable means of abatement would be to position signs in accordance with the Manual On Uniform Traffic Control Devices (MOUTCD).e
