Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing, or likely to cause, death or serious physical harm to employees in that employees were exposed to falls through deteriorated grating serving as floors of runways and/or catwalks: On August 26, 2009, and other times prior thereto, metal grating used for floors on runways and/or catwalks at numerous locations at this grain handling facility were deteriorated and in need of repairs. Employees walking and working on the runways and/or catwalks were exposed to falls. Among other methods, one feasible and acceptable method to correct this hazard is to develop an inspection procedure in which all runways and catwalks where employees walk and work are inspected for deterioration and serviceability. Upon completion of such an inspection, replace all floor grating which is in need of repair or replacement.
