Condition:Employees, performing a sewer manhole inspection, were exposed to
being struck by passing vehicular traffic as only six to eight traffic
cones,
and the placement of the company van was used to close down one traffic
lane. A competent person did not evaluate and plan a safe work zone.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to designate and ensure that a competent person, knowledgeable, trained,
and/or certified about
the principles of temporary traffic control, would evaluate and determine
a traffic control plan
and implement traffic control devices, according to the 2009 Manual on
Uniform Traffic Control
Devices and implement flagger training for employees, setting up a safe
work
zone plan.
Abatement documentation (photographs, receipts, copies of programs,
training
certification, etc.) is required for this item.
