Section 5(a)(1) of the Occupational Safety and Health Act of 1970: Reference the American National Standard Index B71.3.2.1 (1972) Controls-Walk-Behind Mowers, Shutoff Control Device-A shutoff control device was not provided to stop operation of the engine (motor). This device shall require manual and intentional activation in order to restart the engine (motor): JOB SITE: 80 Hubble Drive, Dardenne Prairie, MO 63068, the Production Supervisors, allowed workers to use a 42 inch Turf Tracer walk behind, Unit No. 420081056, in their daily activities with the shutoff control device not working as designed and did not stop the engine (motor) when shutoff control device was engaged. The workers were exposed to a potential struck-by hazard.
